I have got two Fernspreicher Quittierung from Ullrichsthal and need help to understand these.

What is the different between the two?
What is written by hand on the back of the one with the red band?
As these are cancelled with the same cancel, as the reused cover from Ullrichsthal below, I understand the person, which got the Quittierung, had used a public telefone in the post office.
Is this correct?
