The Fieldpost No. 13870 belongs to the Marine Artillery Arsenal Rochefort. This is, where the letter from 1944 comes from. This is confirmed by the hand written text "Art. Rochefort" on top.
The same numer was previosly attended to other units, but was cancelled ("gestrichen"). The reason is, that the postcodes changed from time to time due to changes in organisational structures. So Regt. 460 is completely irrelevant for this letter.
M.P.A. Paris most likely is the Military postal central office in Paris. So the letter was sent through this office from Rochefort via Paris to Berlin.
As the letter contained secret material, it was registered. Most likely such letters are not common.

What does it mean? 13.7.1944, the Arsenal was blown up?

This Marine Artillery Arsenal Rochefort, is part of the Atlantikwall?

Most likely it was part of the Atlantikwall.
To be honest, I do not know what "Schnuffel" means. I think the seller wanted to say, that the letter is a kind of forerunner of about 3 weeks before the area was blocked by allied troups. One day before the letter was sent, on Aug. 3rd, the German commander General Field Marshall Keitel stopped the further extension of the Atlantikwall. Due to the invasion lots of German troups flooded towards the east, which means "home".
"Einschluss" means, the remaining positions were locked up totally by surrounding.
